Yes, you can buy the happy meal toys w/o buying the meal. However, they cost almost as much as the meal itself. (example: if the happy meal cost $2.09, the toy costs $1.59).

Now that is interesting a McDonalds in India, I thought cows were sacred in India, good job there is no beef in their burgers
I know you can in the US, though I have no idea how much. You might have to buy something from the menu as well--soda or fries...
