Pretty much. Each package will have a number on it, and they'll be distributed in that order (possibly two at a time). When a given location nearly runs out, they'll move on to the next, so each location at any given time MAY have different toys.
If you want, you can call a given location up and ask what they currently have (or if for one already done, if they still have any). I did that plenty when I was trying to collect certain ones of the Star Wars bobbleheads back in '08. :)
